RULES AND REGULATIONS 2026

REGISTRY BOOKS
1.    FOUNDATION STOCK-
    A.    Foundation Stock division is available for horses that have no known pedigree, untraceable, or no known history. To be registered as a stock horse you must submit a DNA sample followed by a "certificate of identification" form to be completed by a licensed DVM to verify the horse you wish to register, if a vet examination is unavailable, the age will be listed as "UNKNOWN" for any horse registered over a year of age.  Geldings are optional for a DNA profile; mares and stallions are required to have a DNA profile. Every Foundation stock horse is required to have a microchip that is 15-digit ISO 11784/111785 compliant. If you believe to have a particular breed of horse, the horse will be evaluated by reputable breeders to verify if similar traits and characteristics of the specific breed are present making it “likely” to be the alleged breed listed on the application, these certificates will be marked with an "XX". If the horse doesn't match, it will be marked "unknown" or "crossbred" on the certificate. 
2.    PREMIUM STIOCK- 
     B.      Premium division is for horses with one or both parents registered within any registration or association where the pedigree is at least 25% known. This division requires a breeder's certificate and/or signature of the registered parent, if a signature is unable to be obtained, the horse must be DNA parentage verified if the mare/stallion has DNA markers on file with the registry they are associated with. Bill of sales are also accepted.  Every horse MUST have a DNA profile and microchip that is 15-digit ISO 11784/111785 compliant.


DNA
3.    DNA GENETIC MARKERS-
     A.    All mares and stallions must have a DNA profile, which can be collected from hair with roots or blood. EOA mainly uses UC    Davis, but DNA results from other labs may be accepted.
     B.    DNA parentage verification requires DNA from one or both parents. Many stallions and mares already have DNA markers from their breed registry; the owner can request a copy to send with the application. If no DNA is on file, a sample must be provided for verification.
4.       DNA TESTING -
      C.    It is strongly recommended that breeding mares and stallions have a genetic health disorder panel done for its breed.            Example: There are seven genetic disorders found in Quarter Horses, PSSM1, GBED, HERDA, HYPP, MYHM, and EJSCA, while Friesians carry three known genetic health disorders Distichiasis, dwarfism, and Hydrocephalus. The results of the genetic testing will show on the certificate.
     D.    Color testing is available and may be required in some cases. Color testing will be listed on the certificate with the correct genetic codes. 


REGISTRATION APPLICATIONS AND TRANSFERS
5.    AUTHENTICY OF OWNERSHIP
     A.    All applications must be signed by the owner, breeder, or agent of the horse at the time of application. The application must be submitted together with valid proof of ownership. We will accept proof of ownership such as
          1)    Bill of Sale signed by both parties 
          2)    Ownership of dam/sire matching the owner on application
          3)    Signed transfer of ownership
          4)    Breeders certificate
          5)    Vet statements 
          6)    Auction slip
     B.    Transfers must be signed and submitted with the original certificate of registration. If certificate is lost, a duplicate fee will be mandatory. 
     C.    If a transfer of ownership is received without the seller's signature, Equines of America will contact the seller directly for verification. If no response is received within 45 days, Equines of America approve the request to transfer.

 
 EQUINE NAMES
     A.    EOA forbids any names that are offensive, vulgar, disrespectful, or that pertain to politics. 
     B.    Single word names are not allowed; you may put an initial, number, or ranch suffix before or after the name chosen.
     C.    No duplicate names are allowed within EOA. 
     D.    Name changes are no longer permitted as of 1/15/2026


  MICROCHIPS
     A.    ALL HORSES are required to have a microchip that is a 15-digit ISO 11784/111785 compliant, this is also required for horses being processed for other associations and registries. 
     B.    The microchip MUST be implanted on the left side of the nuchal ligament midway between the poll and withers. 
     C.    Microchips are available for purchase for $25 and mailed upon completion of certificate, The horse MUST be microchipped prior to sale, shows, and breeding. 
     D.    Horses that already have a microchip will need proof upon application. 


 OUTSIDE REGISTRATION PROCESSING FOR EOA TO ACT AS 3RD PARTY
     A.    For Equines of America to act as a 3rd party agent, an authorization form/letter MUST be completed and signed by horse                  owner. In some cases, the registry or association may require their own form signed and notarized. 
     B.    Applicants are required to adhere to the rules and regulations established by the relevant registry or association. Equines of                  America will enforce these guidelines carefully, and should any questions or concerns arise, Equines of America will reach out              directly to the registry or association for clarification.
     C.    Under Equines of Americas rules and regulations, DNA testing and microchipping are required for all horses, regardless of                  registry or association requirements. DNA markers processed by Equines of America will be tested at UC Davis and results                  will be shared with the relevant registry or association. 
     D.    In Texas, Equines of Americas certified veterinary assistant (C.V.T) with credentials may be allowed to implant microchips and                obtain DNA for certain organizations. However, in some cases, approval from a D.M.V. is still necessary.
     E.    Payments can be made directly to the registry/association for their cost or payment can be made out to Equines of America. 
     F.    Equines of America has the right to refuse any assistance. 


HIGH POINT AWARDS
     A.    The High Point Awards honor the accomplishments of all horses registered with Equines of America throughout all disciplines. Stallions registered with other breed associations that have offspring registered within EOA are also eligible to apply. 
    B.    Eligibility: 
          1)   Horses must be registered with Equines of America or stallions registered in another association in which offsprings are                         registered Equines of America. 
          2.    Owner must be in good standing and current member with Equines of America
          3.    Horse must show under registered name. 
     C.    The high point award is presented to the horse with the highest overall average achievements throughout the year starting                     January 1 and ending December 31, the application is required to be turned in by February 1 of the following year.  
     D.    Equines of America accepts all disciplines from any background that are acknowledged as a national equine competitive                    sport in their respective region. Example recognized: Caballos Bailadores. 
     E.    We do not allow illegal match races, illegal padded performance, or fighting. 


CANCELLATION OR DENIAL OF REGISTRATION AND/OR MEMBERSHIP
     14.    Equines of America reserves the right to refuse or revoke registration if any irregularities, false information, or evidence of tampering are identified in the registration application, transfer of ownership, or show record. Refunds will not be issued under these circumstances.
